Did You Know? Lane Hogger

Do you know the Lane Hogger phenomenon (traffic flow stop) on the toll road? Lane Hogger is a condition in which toll road drivers travel at a static speed in an empty right lane without any other vehicles blocking in front of them, usually at a constant speed below 80 km/hour. Driving conditions like this can trigger several problems, for example, disturbing other vehicles behind him. The reason is the driver behind is traveling at high speed and becomes obstructed when he wants to overtake. Even in the worst unwanted circumstances, it can cause successive accidents. Please note the right lane is only used to overtake other vehicles, and after successfully overtaking another vehicle, it is advisable to return to the middle or left lane safely.

Lane Hogger's behavior can be categorized as violating the rules. Especially if it causes a traffic accident, violators can be subject to sanctions. Based on Law Number 22 of 2009 concerning Road Traffic and Transportation (LLAJ) in Article 106 Paragraph 4 letter d says that:

Everyone driving a motorized vehicle on the road must comply with the provisions on traffic movement.

Even more clearly in Article 108, it is explained that the right lane is only for vehicles with higher speeds, the following is an excerpt:

(4) The right lane is only intended for vehicles with higher speeds, will turn right, change direction or overtake other vehicles.

Government Regulation (PP) Number 15 of 2005 concerning Toll Roads also regulates the use of the right lane. In Article 41, Paragraphs (1) to (3) it is stated that:

The right lane function is only intended for fast-moving vehicles and vehicles in the lane with a set limit. Those violators may be subject to Article 287 paragraph (3), sentenced to a maximum imprisonment of 1 (one) month or a maximum fine of IDR250,000.00 (two hundred and fifty thousand rupiahs).

Here are things you can do when you meet a Lane Hogger driver:

  1. Give the high beam signal several times, and if you want to overtake, don't get emotional.
  2. If there is no response, you can precede or avoid it by using another lane.
  3. Always pay attention to the safe distance and the security aspects of the surrounding conditions.
